Harrisburg Crime Report: Missing Person

As released by the Harrisburg Bureau of Police:

Type of Incident: Missing Person.

. Date / Time: 02-26-2013, at about 0140 hrs.

. Location: 700 block of N. Front St.

. Investigating Officer: Detective Division.

. Person R/S/A: Franklin McDonald, black male, 65, suburban Harrisburg 5’7”, thin, about 140 lbs. graying beard. Last seen wearing a green army style jacket. Wears glasses.

. Charges: Pending

. Narrative: On 02-26-2013 at about 0140 hrs. patrol officers were dispatched to the area of the YMCA on Front St. on a report that a despondent man might be in the area and thinking about jumping into the river. Franklin McDonald reportedly called his girlfriend of 30 years and told her that he was upset and had thoughts of ending things.

. Officers located McDonald’s car in a parking lot of an office building in the 700 block of N. Front St. The Riverfront Park was searched to the area below the Dock Street Dam with negative results. Later in the day a Pennsylvania State Police helicopter and a small airplane searched the Susquehanna River from north of the Harvey Taylor Bridge to well past the Dock Street Dam with negative results.

Harrisburg Crime Report: Shooting Investigations

Four separate shooting incidents were reported in the City of Harrisburg Monday February 25, 2012

As reported by the Harrisburg Bureau of Police:

Type of Incident: Shooting investigation.

. Date / Time: 02-25-2013, at about 1450 hrs.

. Location: Hale Ave. at the John Harris High School.

. Investigating Officer: Detective Joseph Zimmerman.

. Victim R/S/A: Not specified.

. Suspect: Three young black males – possibly former students.

. Charges: Pending.

. Narrative: On 02-25-2013 at about 1455 hrs. patrol officers were dispatched to the Hale Ave. side of the John Harris High School on a report of a shooting. Responding officers learned that three young men, possibly former John Harris students, were seen walking on the school property on the side near the Kline Village Shopping Center. They were confronted by staff and asked to leave the property. They walked across the property toward Hale Ave. As they got to Hale Ave. one man yelled something like, “there they go” while pointing at a vehicle stopped in traffic on Hale Ave. waiting to go on to Market St. The group ran toward that vehicle while firing handguns at the vehicle. That vehicle backed into the front of a car behind it and then sped off and the group ran after it still shooting. The vehicle was located a short time later in the 1100 block of Market St. A witness saw four young black males run from the vehicle. The vehicle was apparently damaged by gunfire. It had been reported stolen in the Uptown section of the city the day before.

. No one is known to have been hurt in the incident. . The identities of the three young men are being established. They and their families are asked to contact the police to arrange surrender to the case. The investigation continues and anyone having any information on this is asked to contact Det. . A shooting reportedly took place at about 1635 hrs. near S. 19th St. and Bellevue Rd. A woman heard several shots being fired. A grey or light blue Cadillac car might have been involved. Responding officers located a spent shotgun shell and broken car glass in the area. No reports of injuries to anyone. .

A shooting reportedly took place at about 1645 hrs. in the 1300 block of Kittatinny St. A man reported that he allowed a stranger into his residence who was seeking another person. The stranger turned violent and attacked the victim who fought and shoved the man out of the house. The stranger pulled out a handgun and fired it into the air and left the area. No reports of injuries to anyone.

. A shooting reportedly took place in the 1700 block of Walnut St. at about 1945 hrs. A 21 year old man reported that he was walking when a dark colored car drove past and the driver fired a handgun at him. The car sped off. The man ran to a wooded area of Reservoir Park and called for police. He was not harmed.

Pa House Speaker Sam Smith appoints Harrisburg attorney John McNally to Pa Gaming Control Board

HARRISBURG – House Speaker Sam Smith (R-Jefferson County) announced today his appointment of John McNally III, an attorney from Dauphin County, to the Pennsylvania Gaming Control Board.

“The focus of our caucus has been to legitimately help this new Pennsylvania industry grow in Pennsylvania through strict oversight,” Smith said. “Our interest is to look out for the Commonwealth and its citizens. Our appointments have personified this goal and John is no exception.”

According to Smith, McNally served as a co-chair of the Legislative Swearing-In Day Committee (along with former Gov. George Leader and Sil Lutkewitte), which was set up by the speaker to raise private dollars to help defray some of the costs associated with swearing-in day.

McNally is a partner in the Harrisburg law firm of Thomas, Thomas, and Hafer; he is a past president of the Dauphin County Bar Association. McNally was active in the Dauphin County and State Republican parties, serving as chairman and secretary respectively.

In 2011, John was appointed to the Pennsylvania Workforce Investment Board, where he serves on the Council for the Workforce of Tomorrow. The board is responsible for providing policy guidance, direction and recommendations for improving the state’s workforce system.

McNally is a Penn State and Dickinson School of Law alumnus; he is married and a father of three.

“This appointment presents an interesting challenge, and I appreciate the trust and faith the speaker has put in me,” McNally said. “It will be my responsibility to look out for the interests of the Commonwealth and its citizens, and that is what I will be dedicated to each day.”

McNally will replace the speaker’s previous appointment, Gary Sojka, who just completed his third and final term on the board. He is a former Bucknell University president, biology professor and farmer.

“With his teaching and administrative background, Gary brought a much-needed, non-Harrisburg perspective to the Gaming Control Board,” Smith said. “Gary’s strong work ethic and values which helped him rise to the top of his field, ensured he would be an active member of the board, and Pennsylvania benefitted through his service and oversight.

“He deserves our thanks.”

By statute, the Pennsylvania Gaming Control Board is made up of seven commissioners who are charged with overseeing the regulatory and legal framework of the gaming industry in the Commonwealth. Smith, as Speaker of the House, is responsible for the appointment of one of the seven commissioners.
