HARRISBURG – Newly appointed City Treasurer Tyrell Spradley says he is committed to working with the City Council and Mayor Eric Papenfuse to continue the capital’s economic revitalization and provide quality services for the people of Harrisburg.

“I am eager to get to work and look forward to developing a strong relationship with both the council and the Mayor,” Spradley said. “They can count on my full support in safeguarding the office of the city treasury.”

Spradley refuted allegations that he is not a resident of Harrisburg. He moved to the city in early 2013 and has remained a resident since then. He is registered as a voter in the City of Harrisburg, has a driver’s license that has his Harrisburg address and operates a small business in the city.

Spradley acknowledged an oversight in neglecting to get his business licensed and to pay the estimated $10 mercantile tax. However, he has corrected the oversight and his business is now fully licensed and the mercantile tax has been paid.

“I apologize for the error and have moved to quickly correct any problems,” Spradley said. “I look forward to serving the people of this great city with sincerity and dedication.”

Property owners must apply before March 1 in order to be approved for a reduction in their assessment for school tax purposes. Applications were mailed last week to eligible property owners in Dauphin County.

“You may be able to reduce your school property tax bill by more than $100 by completing the homestead/farmstead exclusion,” said Commissioner George P. Hartwick, III, who has oversight of the county’s Office of Tax Assessment. “Don’t miss this opportunity to exclude a portion of your assessment.”

Property owners with approved applications on file with the assessment office will be eligible for the homestead and/or farmstead assessment exclusion effective for the 2013-2014 school tax year.

The Taxpayers Relief Act (homestead/farmstead exclusion), Act 1 of Special Session 1 of 2006, provided a mechanism to reduce homeowners’ school real property tax, drawing upon proceeds from slot machines. To qualify, the property must be the owner’s primary residence.

Applications are approved for a three-year time period. If an application was previously filed and approved, a new application is not necessary. Notification will be provided when renewal is required.

Applications can be downloaded and printed by visiting www.DauphinCounty.org and clicking on the “One-Stop Forms Shop” and “The Taxpayer Relief Act – Act 1, SS 1 of 2006” under “Tax Assessment.” Applications can also be picked up at county libraries, school district business offices and the county assessment office, Dauphin County Administration Building, 2 S. Second St. in Harrisburg. For more information, property owners can contact Dauphin County Tax Assessment at 717-780-6101, Monday through Friday, from 8 a.m. to 4:30 p.m.

“The reductions that homeowners and farmers receive will vary depending on the school district in which they reside and the revenue collected from slots,” said Commissioner Jeff Haste.

“Make sure to file your homestead/farmstead exclusion form before the deadline, and if you have any questions, please call our Tax Assessment office for help,” said Commissioner Mike Pries.

CITY OFFICIALS RECEIVE RESIGNATION OF TREASURER JOHN CAMPBELL

HARRISBURG – John Campbell’s resignation as treasurer for the City of Harrisburg is effective Tuesday, Sept. 2, at the request of city officials to ensure limited disruption in the city’s schedule of payments.

The City Solicitor’s office received Campbell’s official resignation Thursday morning.

Campbell’s signature as treasurer will be on checks issued through Sept. 2.

Mayor Eric Papenfuse appointed former Harrisburg treasurer Paul Wambach to serve as interim treasurer. The City Council immediately will begin advertising for a new treasurer and application forms will be posted on the city’s website at www.harrisburgpa.gov.

Theft charge filed against former director of Historic Harrisburg Assoc.

Dauphin County District Attorney Ed Marsico today announced that the Criminal Investigation Division of his office today filed charges of Theft by Failure to make Required Disposition of Funds Received and a Charitable Organizations Act violation against John Campbell, age 26, of the 200 block of Boas Street, Harrisburg. The charges allege that as Executive Director of the Historic Harrisburg Association, Campbell wrote ten checks totalling over $8,000 to himself. Board members discovered the alleged theft recently when they noticed their "Light Up Harrisburg" account balance was lower than they expected. Campbell is no longer employed by HHA. The charges against him are allegations and he is presumed innocent until proven guilty. The charges were filed before Magisterial District Judge Barbara Pianka. Campbell is represented by attorney Adam Klein and is expected to turn himself in later this week.

Executive Director of Equality PA, Ted Martin released this statement today:

“We learned about the allegations against John Campbell, the Equality PA Development Director, from news reports this morning. After hearing the reports, Mr. Campbell was suspended from his duties at Equality PA. He is on a leave of absence until further notice.

Mr. Campbell began working at Equality PA in April of 2014. He does not have access to bank accounts, check writing, or cash handling as a part of his duties. Mr. Campbell has performed well in his duties during that time. We have no reason to believe there was any wrong doing with his work at our organization.”
