Thanks to a poster on Pennlive who found this press release from the Mayor's office.BlueCross CEO William Lehr said " "We are pleased that the City of Harrisburg and Mayor Reed reached out to us as a partner", yep once again it's the mayor and his back room deals, BlueCross will place 15 mini billboards along riverfront park for a one time fee of $38K and $15k for six years of maintenance so thats $53K for 15 signs or $3,533 a sign and as a bonus the equipment will be the trademark electric blue eye grabbing color.rnAnd one last item, the city will preform all the construction and after six years will takeover the maintenance of the stations...for ever and ever...
