Democratic House Leader Frank Dermody speaks about Pennsylvania's municipal authorities as well as SWAPS. The Representative believes it's necessary to look at the laws governing how localities issue public debt. Referring to the Harrisburg Authority and its Incinerator financial crisis, Dermody questions the purpose of municipal authorities. On the issue of SWAPs, Dermody says, "Clearly the industry is not going to self-regulate so it's going to have to come from government."---Tara Leo Auchey
