Alan Walker in his capacity as Secretary for the Department of Community and Economic Development and Harrisburg Receiver William B. Lynch filed a Petition for the issuance of Writ of Mandamus Tuesday in Commonwealth Court. The petition asked the court to issue a Writ of Mandamus upon each member of Harrisburg City Council ordering them to implement two provisions of the previously Court-confirmed Recovery Plan, the Receiver asks to court to implement a 1% Earned Income Tax or EIT and to direct City Council to amend the adopted City budget for 2012 to provide for the hiring of a Director of Communications for the hiring for the City of Harrisburg.
