Senator Jeff Piccola names the top four fiscally distressed school districts in the State per House Bill 1307, a bill which enables the Department of Education to monitor and takeover financially troubled districts. Piccola declares the school districts of Chester Upland and Duquesne City to be "severely distressed," which puts them in place for immediate oversight.
