Representative Glen Grell takes questions on Harrisburg and the prohibition on 3rd class cities from filing Chapter 9 bankruptcy. The prohibition sunsets on June 30th and the question before the legislature is, should the law be extended? Grell points his finger squarely at the City of Harrisburg and states, "When I see the Harrisburg City Council again challenging the Governor, challenging the Receiver in Court, taking resources that really ought to be going to help the City, then I wonder whether it does make sense." Grell implies it's necessary to take bankruptcy away from the City of Harrisburg because its Council is resisting doing what it was supposed to do---liquidate the City's assets. When asked why the City would liquidate its assets before filing for Chapter 9, the representative states, "To avoid bankruptcy.
