On July 1, 2012, the year-long prohibition on PA's Third Class Cities from filing Chapter 9 Municipal Bankruptcy ends. Introduced, included in the Fiscal Code, and hurriedly passed in mere days at the end of June 2011, for the past year the fiscally distressed capital City of Harrisburg has been unable to use bankruptcy as a tool in its development of a plan of financial recovery. With the deadline on prohibition nearly ended, buzz in Harrisburg is will it be extended or not? In answer to that question, Senator Dominic Pileggi replied, "It is an item being discussed." He declared that no resolution has yet been reached.---Tara Leo Auchey
