In the bizarro world of the Thompson administration its impossible to be fired for incompetence when your job position doesn't exist and your not a employee of the city, Robert Philbin Senior Advisor Director of Communications, Office of The Mayor, The City of Harrisburg (well not really, his position was eliminated when council overrode Mayor Thompson's veto of councils 2012 budgert) and Police Chief Ritter "let me explain this, I didn't, I didn't put it in that context like your saying, as far as blaming the media or a rogue cop, those might be my words" or the administrations debacle of what Philbin refers to as the "Human Society" in this email sent to the press._______________________________________________________________Police Relocate Temporary Animal Shelter to City Islandrn rn(Harrisburg) -- City Bureau of Police moved a temporary animal shelter from the police garage in the MLK, JR City Government Complex to a larger facility on City Island today.rn rnThe shelter is equipped with two large ?walking cages?, food, water, straw and donated dog food. Animals in custody are cleaned, fed, and walked by officer volunteers, in addition to their regular duties.rn rnThere are currently no animals in the temporary police shelter and the three stray dogs recently in custody were adapted out to police families over the last four days.rn rnThe city contract with the Human Society is in process and, barring unforeseen negotiation delays, should be in place next week. In the meantime, the bureau of police is doing all it can to assure a safe and healthy holding place for stray animals in the city.___________________________________ During Wednesdays crime presser Philbin defended his statement even though Ritter admits (during Tuesday nights budget hearing in council chambers) that a shelter was not set up on city island .
