In 2007, the Harrisburg School District received a million dollar for YouthBuild, U.S.A, a Federal program designed to teach various construction skills to high school drop-outs. After an investigation, the U.S Department of Labor concluded the Harrisburg School District had mismanaged the vocational program.

During this May 2010 press conference, Attorney Stephen Moniak of the law firm Rhoads and Sinon answers questions about the U.S. Department of Labor's findings of mismanagement.
