On October 4, 2012, the PA Senate Local Government Committee held its first public hearing examining the massive debt of the Harrisburg Incinerator. Former consultant to the Harrisburg Authority, Dan Lispi, testified during the proceedings.

Paul Navarro, board member of the Dauphin County Industrial Development Authority and partner in the engineering firm Navarro and Wright presents his gaming grant request to the gaming advisory board, Navarro presented along with his consultant Dan Lispi.

Lispi was one of the principles involved in the failed Harrisburg incinerator retrofit project.

On February 13, 2013 the Dauphin County commissioners voted to award a grant of $140,000 to Navarro's proposed project, a commercial office development and high end senior residential community located in Lower Swatara Township.

The project applicant was listed as the Borough of Highspire the location of the Lumber street interceptor project, the developer was required to make sewer improvements as part of special exemption conditions required by Lower Swatara Township.
