Description of the Bill:

An act providing for access to public information, for a designated open-records officer in each Commonwealth agency, local agency, judicial agency and legislative agency, for procedure, for appeal of agency determination, for judicial review and for the Office of Open Records; imposing penalties; providing for reporting by State-related institutions; requiring the posting of certain State contract information on the Internet; and making related repeals," in preliminary provisions, further providing for definitions; and repealing provisions relating to State-related institutions.

Harrisburg Crime Report: Robbery investigation.

As released by the Harrisburg Bureau of Police:

Type of Incident: Robbery investigation.

. Date / Time: 04-21-2013 at about 1110 hrs.

. Location: Rite Aid Pharmacy at 1941 Derry St.

. Investigating Officer: Detective Division.

. Victim: Rite Aid Pharmacy.

. Suspect: White male, age unknown, wearing a dark hooded sweatshirt and dark hat. See attached photo.

. Charges: Pending.

. Narrative: On 04-21-2013 at about 1115 hrs. patrol officers were dispatched to the Rite Aid Pharmacy on Derry St. on a report that a robbery had just taken place. The clerk and the pharmacist explained that a man came in and approached the pharmacy counter with a note. The man held on to the note but showed it to the clerk. It read something like, Give me all you blue pills, oxy’s, and act normal and no one will get hurt. The clerk alerted the pharmacist who then read the note. The pharmacist gave the robber a bottle with some blue pills and he quickly exited the store.

Type of Incident: Robbery investigation.

. Date / Time: 04-20-2013 at about 2320 hrs.

. Location: 100 block of State St.

. Investigating Officer: Detective Division.

. Victim: Black female, 27 City resident.

. Suspect: Unknown race male, age unknown, wearing a ski mask, dark hooded sweatshirt and dark pants. Had a ‘country’ accent.

. Charges: Pending.

. Narrative: On 04-21-2013 at about 0005 hrs. patrol officers were dispatched to a residence in the city on a report that a woman was the victim of a robbery a short time prior. The woman said that she was walking in the 100 block of State St. at about 2320 hrs. en route to her parked car. A robber approached her from behind, placed a hard object against her back and demanded her bag. She surrendered her bag which contained a small amount of cash and her cell phone. The robber ordered her to get on the ground. She did so and he ran off. She drove to a residence for safety and called for police.

. Later, two people reported that their cars were broken into and items stolen in the same area. It is possible that the robbery victim encountered the man while he was breaking into cars.

Harrisburg Mayor Linda D. Thompson takes questions on Saturday's multi-vehicle accident on North Sixth street in Uptown Harrisburg, the driver of the police vehicle and a resident hit by a vehicle are reported to be in critical but stable condition.
