The Senate Local Government committee passed SB 901 and SB 902 by unanimous votes Wednesday.

SB 901 amends the Local Government Unit Debt Act. The concepts in the bill come from Committee Hearings that examined Harrisburg's financial situation and the creative means employed to circumvent debt limits.

Simply stated, the bill would empower the Department of Community and Economic Development (DCED) to establish a review process before debt is incurred. It would prohibit municipalities from charging fees to guarantee the debt of other municipalities, and it would limit the ability of municipalities to provide unlimited guarantees of other entities' debts.
