House Committee Meetings:

At 10:30am the house Finance Committee will hold an informational meeting on Property Tax Reform in 60 East Wing.

At 11:00am:

Education Committee will hold a voting meeting on HB618, HB980 and HB1207 in G50 of the Irvis Office Building.

In B31 of the Main Capitol, the State Government Committee will consider a Resolution urging the President and Congress of the United States to support the continued and increased production and use of American natural gas, and HB1247 which releases Project 70 restrictions on 5.5 acres of land located in Woodbury Township, Blair County that is owned by the Pennsylvania Fish and Boat Commission (PFBC) in exchange for the imposition of Project 70 restrictions on 4.06 acres of land located in Woodbury Township, Blair County, which is being conveyed to the PFBC.

The Urban Affairs Committee intends to hold a voting meeting in room 205 of the Ryan Office Building on the following bills:

HB1363 - amends the Abandoned and Blighted Property Conservatorship Act (Act 135 of 2008) to encourage private investment in efforts to remediate blight and to clarify conservatorship provisions in the existing act.

HB1319 - amends the Housing Authorities Law to restrict the use of employment contracts by certain public housing authorities.

HB128 - Allows non-uniform employees in Scranton to purchase military time toward retirement by amending Act 400 of 1959 to remove the three-year time limit within which a non-uniformed employee in the city of Scranton must begin employment with the City of Scranton after military service to be eligible to buy credit for non-intervening military service.

HB131 - Similar to HB128, this bill removes the three-year time limit within which a member of the police or firefighter pension plans must begin employment with the City of Scranton after military service to be eligible to buy credit for non-intervening military service.

At 12:00pm the Children and Youth Committee will hold a voting meeting in 205 of the Ryan Office Building on the following bills:

HB1075 - Amends the Public Welfare Code to require counties to conduct annual family finding for children who are receiving services from a county children and youth agency.

HB1076 - Amends the Public Welfare Code to require that any child and their family have the opportunity to participate in family conferencing. This bill outlines procedures for offering family conferencing services and provides definitions related to family conferencing.

HB1101 - Attempts to reduce out of home placements for children and outlines guidelines for the payment of services contracted by counties.

HR163 - Directs the Joint State Government Commission to study evidence-based child abuse and neglect prevention programs and to make relevant recommendations.

The Health Committee will hold a voting meeting on HB461, HB1249 and HR57 in room G50 of the Irvis Office Building. This meeting will be called off the floor of the House somepoint after 1:00pm today.

Senate Committee Meetings:

The Senate Appropriations Committee will be called off the floor to consider the following bills in the Rules Committee Conference Room:

SB1, SB738, SB739, SB797, SB798, SB802; and HB40, HB492 and HB818

The Senate Rules and Executive Nominations Committee will consider SR118 which adopts a temporary rule governing Budget Amendments offered on the Senate Floor. This Resolution declares amendments to be in order on second or third consideration only and requires that any amendments offered to the 2013-2014 budget as reported by the Appropriations Committee cannot result in a net increase to the total spending figure unless sufficient reductions are made to offset the proposed increase. This Resolution also prohibits offering amendments that would be inconsistent with the statutes governing inpatient, outpatient or capitation medical assistance, Long-term care, SSI for the elderly, blind or disabled, School employees' retirement or transfers to the Commonwealth Financing Agency.
