Mayor Reed____2009_____________It's been a tough year for Mayor Reed, he lost his primary election to Linda Thompson,his hand picked Board of Control has run up $588 million in debt while the school district entered it's seventh year of Corrective Action, the City became the first municipality in the history of the Commonwealth to default on it's bond obligations,16 homicides during the year were more than Washington D.C. per capita, his Fire and National Civil War museums are such money pits that we look for both to close in 2010, the second oldest business in the city (Patriot News) announced plans to relocate to Cumberland County, and just when things couldn't get any worse don't forget about the multi million dollar McCormick Island strip search lawsuit and those pesky Dauphin County Commissioners suing Harrisburg and Reed for some 40 or 50 or 60 million dollars because Hartwick-Haste-DiFrancesco signed as guarantor's of Reed's failed incinerator retro-fit project. A tough year indeed.

That was 17 times more than his $1,185 bonus for 2005, a non-election year. Campaign finance reports show that Mr. Sidella was politically active last year on behalf of Mr. Veon and Mr. DeWeese. Mr. Sidella, who is listed as Mr. DeWeese's campaign treasurer, donated $1,530 to Mr. DeWeese's campaign; $250 to Mr. Veon's campaign; and $100 to the House Democratic Campaign Committee. From Jan. 9 to Nov. 11, Mr. Sidella received 17 reimbursements from the DeWeese campaign totaling nearly $15,000 for campaign travel, payments to poll workers and other campaign-related expenses he incurred. Waters and a group calling itself The Harrisburg Action Committee filed suit against the Board of Control of the Harrisburg School District, it's members - Calobe Jackson, Clare Jones, Roy E. Christ, Oscar Douglas JR, Brad Furey and CEO/Superintendent of the Harrisburg School District Gerald Kohn. The complaint petitions the Court for equitable and declaratory relief under the statutory provisions of the Pa. Sunshine Law, the committee claims that___________________ "Not only was Kohn a prosecution witness and the person who recommended the dismissal of Waters, attention that the BOC was directed by the mayor of Harrisburg to conduct itself as per the direction of Kohn. This may have constituted an unlawful delegation of BOC's duties and in plaintiff Waters opinion constitute a clear comingling of the adjudicatory and prosecutorial functions". The suit questions the issue of allowing Furey and Christ to participate via phone communication claiming_______________ "there was nothing on the record as to what numbers were called; nor was there any identification of the persons on the record that informed the public that the persons on the phone were truly Brad Furey and Roy Christ". The committee also claims that______________ "Brad Furey's action may have posed a conflict of interest when he voted to dismiss because his company has done millions of dollars worth of business for the District. This business can not be conducted without BOC approval at Kohn's direction". The suit asks to void the decisions made by the BOC and requests attorney's fees and court costs.____________Harrisburg Action Committee members are named as Eric L. Two years later, the house hasn’t been fixed up and the family still is renting. The program was an initiative of the Love Self Help Improvement Program — or Loveship. It is the nonprofit corporation Thompson, who is the Democratic candidate for Harrisburg mayor, founded in 2000 and still heads. The program is facing questions as the mayoral campaign winds into its final days. On Thursday, WHP-TV reported that Loveship was supposed to have awarded the house at 2308 Jefferson St. to Rashelle and Rasheen Davis, but noted that the house remains boarded up two years later. Thompson held a news conference Friday to discuss the details of the First Home Dream program but did not contact the station, according to station officials. Thompson also asked Patriot-News reporter Sharon Smith to leave the news conference. On Friday, the newspaper published an e-mail interview by Smith in which Thompson discussed Loveship, a no-interest loan she said she received from the organization, her collection of unemployment from a previous job, and other aspects of her finances. While the family wouldn’t have had a mortgage on the house, they would need income to pay taxes and utilities. After 10 years, the family would become owners, according to the guidelines of the program. But in April, Loveship rejected the family when they failed to provide income verification after several requests and meetings, Thompson said Friday. After the family was selected, Thompson said, Reynolds Construction Management discovered that the house had been "mis-surveyed" and that there were structural problems and mold. It would have cost more than $180,000 for repairs, which exceeded the $75,000 Loveship had available, she said. A spokesman at Reynolds Construction Management said the company is no longer involved in the Loveship project. Rashelle Davis said Friday that she was told in October 2007 that the house could be occupied in 90 days. Davis said she moved out of her apartment and into her grandmother’s home, waiting for the house to be ready. Davis said Loveship paid her grandmother rent for about five months while she was there. The family now lives in a Susquehanna Twp. apartment. "I am disappointed, but I got a strong belief in God. I did what I was supposed to do. She [Thompson] didn’t let me down. She let my kids down," Davis said. Lori Bernett, Rashelle Davis’ mother, said Friday that she doesn’t understand why it took so long for Loveship to decide her daughter didn’t meet the criteria. "I knew from the get-go it didn’t sound right, that you give up a house for free," Bernett said. "I don’t have enough information on the Loveship program, but what happened to my daughter I don’t think was right." Bernett also questioned why Loveship isn’t helping another family by now. In 2007, Thompson said she hoped to award a house to a family every year if money could be found. Gerry Robinson, the chairman of Loveship’s board of directors, said that while the Davises were selected as the "designee" for the house, there was a further process to be completed before the house would go to them. "Loveship did everything they could to try to get these people qualified, but it just wasn’t happening," Robinson said. A Loveship brochure states 50 of 75 families met eligibility requirements at a 2007 housing expo. The screening process is described as detailed, including a pre-screening questionnaire. Families were then to be selected for face-to-face interviews and would be required to bring numerous documents, including employment verification and bank statements. But Rashelle Davis can't beat the price — it's free — and sees potential beyond the blight. Once the vacant house at 2308 Jefferson St. is renovated, Davis with move into — and eventually own — the home she dreamed about for herself and her husband, Rasheen, and the couple's three children. The Davises were awarded the house by a Harrisburg nonprofit agency that, for the first time, acquired a vacant home to give to a low- or moderate-income family that can't get a conventional mortgage from a bank. The goal of the agency, Loveship, is to provide home ownership while reducing the number of vacant houses and renters in the city's uptown section, said Linda Thompson, City Council member and the president and chief executive officer of Loveship. The Davises were one of 100 families that applied with Loveship for a chance at the free house. It will cost tens of thousands of dollars to renovate the four-bedroom house, and will take about 90 days of labor, estimated James McKamey, a representative of Reynolds Construction Management, a local firm that will oversee the work. As the Davises, who currently live an apartment got their first glimpse of the house, Rashelle imagined how nice it will be. "I have so many ideas, I can't wait," she said. Loveship has coached low-income families on buying their first homes and getting mortgages. The agency decided last year to acquire a house on its own and give it to a family that would have struggled to get a mortgage, according to Thompson. She hopes to award a house to a family every year, if she can find the money to afford such a giveaway. About 27 percent of Harrisburg's housing units are vacant, and more than half of the inhabited homes — about 57 percent — are occupied by renters, Thompson said. Loveship bought the house from the Harrisburg Redevelopment Authority, which acquired it, for $1, and with help from the city, Wachovia Bank, the Pennsylvania Housing Finance Agency and others it launched the competition at the Greater Harrisburg Annual Home Ownership Expo that Thompson's agency has held every year. Loveship will own the house for the next 10 years, and the Davises will live there mortgage-free. The house could become theirs if they meet several requirements over the years. The Davises must put money into a savings account, maintained by Loveship, to pay for the maintenance, and live there for the next 10 years, Thompson said. The Davises must pay for the utilities and must attend homeowner counseling sessions provided by Loveship. The initiative is a "creative" way to bring urban renewal to blighted neighborhoods while giving renters their own home, she said, "It's about teaching the family about home ownership and wealth accumulation she said. © Copyright 2008 The Patriot-News
